Are you using the racial forge?
Steel boning is a generic item, so should be crafted in generic non-racial forges.

I eventually took another character to freeport and made the steel bonings in a regular forge there. It is odd though that the previous forum post i had quoted stated that it would work fine in the neriak forge. There is only 1 forge in neriak that I am aware of and it is not a standard forge.
