Parking at the WToV zone out is more than allowed as long as they don't engage any WToV bosses while they are set up in WToV. Basically the pulls consist of a Coth from a tracker and a FTE from someone at the zone, explain how that doesn't follow the raid rules.

How is him gating north being bound near the raid mob in question?

Telk took 4 mallet charges and kept running north from what I have heard, he was also pulled off of the train at one point by someone not associated with the FTE which is also an infraction I believe.

Even on live you were able to bind at PoM if you chose to.
