For real though? Who does he think he's fooling? If that couple shot up a large venue instead of a small party, which they may have planned on doing afterward (that's being investigated - you don't hoard thousands of rounds and build over a dozen pipe bombs for nothing after all) there may have been mass carnage. If their pipe bombs worked even the small party's carnage may have been much worse. Has it been said yet if the pipe bombs failed to detonate or if they just didn't bother detonating them?

And this guy is saying they don't pose an existential threat. I bet he'll say this attack wasn't actually ISIS but just ISIS sympathizers so that he's not wrong. Yeah our defenses are hardened so that a 9/11 style attack is much more difficult to pull off, but this homegrown shit is nearly impossible to defend against and that's the truth.
