That's not very good evidence, since he has errors elsewhere in that page like Scout respawning between 12-18 hours which has definitely been proven as false. Other sources have them despawning the same time as Charisa and lot's of posts put her at 15 minutes.
More likely someone snared the Captain which is why he didn't wander after FD.
The one thing that DOES need to be fixed for sure is their aggro range - should be able to get close enough to cast Harmony on them. This was the go-to method of splitting the Captain out classicly.
