Did you get this one figured out? Althele won't take the coin for me either. You have to give her the coin and she gives you back something different and then you hand it off to to the others, one at a time. I have restarted the quest, went back to make sure I didn't miss any dialog, etc. IDK what to do next. I am warmly with her and I am level 51. (if any of that matters)
