I think the "allegations" lost legitimacy with anyone who is taken seriously when the charges were dropped, only to be "reapplied" conveniently after the victims/prosecutor magically decided it was a good political move for Sweden several months later.

You don't pick up a flimsy trumped up case, drop it after several months, only to pick it back up again in another several months, and issue a fresh arrest warrant when its convenient when there's been no further investigative evidence provided. That is not 1st world country behavior.

I'd expect something like that to happen in a quasi-wannabe second world country like Belize, where they make it up as they go and take orders from outside interests.
