There is no defensible argument for Humans except that of personal taste (cosmetic). Iksars are superior in every way statistically. The human superior ratio fists are a joke, as epic makes Human and Iksar fists 9/16, and even Kunark weapons (much less Velious) blow away non-epic fists.
Iksars should have been better balanced to account for their strengths. For example, imagine if Iksars had a STR or STA hard cap of 200, or slightly lower weapon skill caps than humans. You could balance Iksar Necromancers the same, with a 200 INT hard cap. The choice would then at least be more debatable.

People actually cared about faction in Classic and Kunark though. Being KoS everywhere except Cabilis was a much bigger deal then. There was a lot less information around at the time and it was harder to get what info was available because it was all word of mouth. So things like invis banking etc was unknown.
Given today's 20/20 hindsight, it's pretty clear that Iksar's racials are OP for Necros and Monks.
