I would argue that the guy in the gif is normal, but not cool.
also there is a huge grey area in dog ownership that ranges from the type of person that teaches there dog to backup on command that goes all the way to people that train there dogs to fight to the death.
right smack dab in the center of that is the type of person that shrugs off a dog barking all day or snapping at people while they walk it without putting a muzzle on it saying, 'well its just a dog lol idk!'
