Umm, the last i knew the proc was Triggered not random. The cast time was upped from Instant to like 2 - 3 seconds.

This is a right click dispell that dispells ONE of your buffs. At first it was instant cast and unlimited charges, but it now has a casting time. looks like sometime in/around November 2001 they changed the click to be from instant to 3 second cast time, and increased the number of dispel slots from 1 to 3, this post says 4 but supports the idea that it's more than 1
