Hello friend. You can use the necromancer spell vendors in the freeport tunnels if you do the bone chip quest.

Just turn in 4 bone chips unstacked to her and you'll finish a quest that will raise your faction to apprehensive as an iksar necromancer. I did this without any problems a couple months ago on my iksar necro. Once completed you can buy your spells and you can train your skills.
Then, use your gather shadows spells and go into the freeport bank. Stand right beside the wall just inside the entrance and position your camera so that you can see the banker even though the wall is between the 2 of you. You can effectively bank this way and gate outta there when done to save time.
Once you've got both of those down, you can do everything you need to do in freeport.
You can also visit the qeynos necro guild underground as well. No quest needed. There is even a banker in their guild and you can train and buy spells there too.
