Where are the rules on this? Are you saying that if you have an IP exemption that you aren't allowed to afk? Because from what you are saying that seems to be the case. It just seems pretty ridiculous for people to have to jump through so many hoops when it's painfully obvious when people are actually two-boxing.
Further, are you saying if you aren't on the same IP and doing the exact same thing that it isn't illegal? So if 4 buddies that live next-store to each other each have their own internet and just all afk while another dude kills for the benefit of all 4 it isn't wrong?
In all reality, getting two internet connections isn't that expensive considering you can get dial-up for practically free these days. If all you are using it for is to two-box then you don't exactly need a cable or even a DSL connection.
