Devs put it in well before it was due. Though I could see how trying to add in a new level of faction mid-stream could result in having to rewrite tons of quests and possibly messing up people's faction levels.
Velious quest armors were also supposed to start on the "king" factions (Yelinak, Tormax, Dain) rather than the city factions and only required indifferent meaning you could charm or sneak quest the armors.
