If you go to the forum home page and scroll down, you should be able to find the petition forum in the same section as the bug forum. You won't be able to see any posts except your own in that forum. A PM to Rogean may not get you anywhere as I don't think he deals with petitions.
Guides and GMs on the forums include Sirken (head GM), Braknar, Aussie, and Chroma (Guide.Chroma) as far as I know.
