The change to life taps spell was done as balance to game mechanic of guilds using ivandyr hoops by everyone in raid to install kill 32 k hp mob of kunark.

This was also solved by making it so you cant recharge the ivandyr hoop. so it doesn't make sense to leave it in. Especially since 32k hp mobs are trivial now anyways.
