Decent solution: Try to figure out a situation where you can get it on record that your landlord is pressuring you to keep this person in your house, then go to cops or get a lawyer about the meth head freak.
The bad person will be taken care of, and if the landlord tries to fuck with you, you will have a record that could mess him up.
Best solution: Do the above, but just move out and dare him/her to take you to court for the remainder of your lease. Your landlord will fuck you sooner or later, and he/she kind of already did, so fuck them first.
