Lite had de facto dominance in GG.
GG officers and core members all deferred to Lite, regardless of how little he played, people looked up to him for whatever reason. This made him a "OG" and even more reason why Lite directly contributed to the destruction of GG.
Lite was still at the top of the GG hierarchy de-facto and in a position where he could do incredible damage. Top officers and core being blind to this fact, is what seperates the GG/Azraels from the <Empire>...you know, an actual intelligently functioning raid guild.

Vapo felt that he had to earn officer status and wasn't willing to argue with Lite. Vapo and Strydur were against direct confrontation with Empire. The members were simply not yet ready for PvP - many players were still stat-less armour in certain slots - even Vapo's gear was on loan from Tune and Strydur because Gyno gave him the accounts back in a stripped state.
Vapo was playing the humble card as such. Lite made some terrible calls and each time he made a call, GG lost members to Empire or simply quit altogether.
Note: The staff didn't care to check where 5-10 fungis, 1 AoN, 1 Cure Shield, 3+ CoFs, 3+ RBGs, 3+BCGs etc had gone when they threw down the banhammer when Gyno fessed up to Sirken - last time there was something of that scale like the Famous R99 Jailbreak they shut down the zone and did thorough investigation and banned everyone that accepted an item transfer. This was literally the biggest RMT bust/confession in R99 history guys... were talking $2500 between 25-30 accounts that were geared to the teeth, subsequently stripped and resold...
