IMO all permabanned accounts should be moved to a prison server, (like in Escape from L.A.), which would be:
1. Totally CSR exempt. Cheat, RMT, hack, train, box, 3rd party tools all you want
2. PVP with no level range
3. No permadeath
4. No new account/char creation
5. Big PvE and PvP xp loss (10x normal or something)
6. Extreme experience penalty (like 100x exp required to level up compared to blue)
Server would be the banishment shithole the confirmed scum would be allowed to play on instead.
