I didn't realize they were doing rules like that.
I have no interest in competing over who can level the fastest. Blue Hall of Fame not in my future.

I think a hybrid approach that tallied kill points and then used level as a multiplier when calculating final ranking would work well.
Also, the winners list:
Redwin the 24th level Halfling druid
Dang the 24th level Gnome magician
Awakened the 20th level High Elf wizard
Korpo the 24th level Gnome magician
Searyx the 37th level Dark Elf cleric
Trindamere the 18th level Dark Elf necromancer

I played the Cleric and teamed with Trin for the first week (mostly solo after that).
They did kill points. You'd get more if they were higher level, and I believe it was also based on how many points the victim had. I got at least 50% of my points from a few kills of people close to my level. Killing newbies gave you only a couple.
Experience rate was 3x. Using /who all to check zones was disabled. You could loot everything on someone's body including the bags.
The two gnomes and halfling were <Darkenbane> if anyone from RZ remembers them. They hacked pretty bad but it wasn't illegal so whatever.
I wasn't the highest level on the box at 37. There were two people who made it past 40 but did not get enough kills to win.
Sony never gave us our promised item rewards (cheapskates), but I did get "the Executioner" title and my character transferred free.
