Lodizal, Stormfeather, Scout Charissa and Coldain Ring NPCs really shouldn't be campable. That makes only neckbeards who can sit at their screen for 20 hours at a time the people who can complete these quests.
FTE on this stuff with FTE/Player Grats messages. Players can come up with pleasant agreements they can work out.
