Sounds like it's a non-SSD hard drive issue. Here are some things I've done to try and mitigate the "screen tearing".
1. Turn down Max FPS (see screenshot).
2. Turn down Particles.
3. Turn down Far Clip Plane.

/shownames OFF. People say that removing PC names helps reduce lag. Not certain about this.
