Yes, the current global OOC gives a false impression of the toxicity of the server.
And unfortunately the majority of guys here try to think of themselves as "elite PK awesome guys" which they never were on live. People with this mind set would have been the extreme minority of any live PVP server but it is not the case here. These type of players are not the ones that will community police anything.
