Pretty much. The instructors around here teach you that you should only draw your weapon if you intend to use it. You can not use it to deescalate a situation. In some states you can draw your gun to stop a crime, and hold them until police arrive. Perp gets arrested, cops thank you, everyone goes home happy. Around here, cops show up and arrest you for brandishing and assault with a deadly weapon.

In the case I was on the guy was approached in his car by someone holding a blunt instrument, after an altercation at an intersection that quickly escalated. He was afraid and pointed an unregistered gun at him which made him back off. He was an older guy, mild-mannered and uneducated. Nothing about him said "violent criminal".
Yeah he had an unregistered gun but none of us thought the guy should get a felony conviction and prison time for pointing it at a guy coming at him with a blunt weapon in his hand.
Now if he shot the guy we have a whole different situation.
