Well yes and no. If you dont have food or drink you can med all you like, but the second you stand up you lose a huge chunk of it because you shouldn't have been able to med in the first place.
Why it happens like that? *shrug* My best guess is due to how the client and the server talk to each other. You sit, client says ok you have med lets give you mana, you stand up client tells server you have X mana, server comes back and says, uhhh no you have this much mana, client submits like a bitch and we suffer
