Here are the facts:

When the devs disabled Luclin models, it affected hit rates due to the fact that, even if you were using classic models, the game itself was using adjusted Luclin hit calculators. Turning off the Luclin models erased the entire database for weapon rates, and everything defaulted to a rusty shortsword dmg/delay ratios.

Man up devs, admit you goofed.
