It wasn't finished when Kunark was released, and came out later.
It was a cool zone, and I'd love to hunt there again, but I don't remember the time frame when it came out. Was it pre-Luclin or post-Luclin?

The way I heard it the zone was completed but whoever was the dev assigned didn't read that the zone was underwater and thus what he made couldn't be used.
