If they apply Empire and don't get in they will just quit.

This was a big debate in Nihilum too. Do you let people apply who want in, or do you reject them because of numbers and they quit rather than deal with 'the competition'. Or they do join the competition and (various reasons) they quit anyway. That's healthier for the server?
