for people looking for this fix...
go back to your old shortcut. do not use the launch_titanium.bat in the shortcut at the target. Mine looks like this, your folders may be different
"C:\Program Files (x86)\Sony\EverQuest\eqgame.exe" patchme
Then right click the shortcut and run as administrator
My eqclient.ini file was also missing for some reason and i replaced it from a friend's
