Quiver haste was patched less than two years ago on live due to a bug that made it so bows with under 40 delay did not get the full 60% of fleeting, and other slower quivers would end up giving more haste. Many high end rangers did not use the "best" quiver even through Veil of Alaris due to this bug. It was later patched and fixed so the best quiver gave the best haste. I suspect in classic this bug still existed.
