I believe this should drop in Velious once the planes get revamped. It looks like all mini bosses have a chance to drop their class' wand.
Ashenbone Broodmother should drop this Wand of Souls
Lord of Loathing should drop the Wand of Conflagration
Magi Ptsa should drop the Wand of Swords
Coercer Tvala should drop the Wand of Swiftness
It seems that the wands should be their common drop. At least that's what I've gathered in quick internetting.
I agree with the above though, they currently don't exist on P99.
