I had same issue. Then I had an epiphany. Windows. Make sure you open EQ in Administrator Mode. Once you do this, your screenshots will be stored in the appropriate folder. If you don't open it in this mode, it won't store your screenshots.
I lost a lot of good oppurtunities because I didn't know this.
