I think you're over estimating how much mana your typical cleric will gain in Velious and how quickly they will gain it. From my viewings of Ragefire - although limited - the clerics used are typically Alts, not mains. I don't see these characters making huge Hp/mana gains in Velious.
Manastone is a viable alternative but a little more dangerous and tedious than clicking an item every 20 seconds for a few minutes. It just gets a little harder, and maybe encourages you use a 3rd player.
Donal nerf will be just one factor of why Ragefire may suck a little less. More things to do in Velious, especially to start off, when its new, will open up time for more casual clerics to get ragefires I think/hope.
