It seems all of the TOV upgrades are in. So you can upgrade to 15/18, 16/19, or 40/30 2H.
I think when you combine dual 15/18 plus Avatar plus Call of the Predator you'll see way more damage than dual 16/22.

Though you'll also have faster fights as dps upgrades. And won't have be a bigger boon to a wiz than a melee?
