I'd argue that this is still too low based on Fazlazen's log from Avatar of War (although it's a small sample size):

56% max

That log was also from Luclin expansion with Combat Agility and Mitigation.

That is quite a small sample size and we are talking AoW, the hardest pure melee mob in game. Not Tormax whose max hit is nearly half of AoW and who is a few levels lower.
I don't think the two warrant direct comparison, especially with such a small sample size IMO.
40% max hits and 56% in the top range seems high to me. As though AC isn't factoring in too terribly much. I'd LOVE to get a Velious BIS warrior beta buff with high AC and then test again with him tanking to see if the spread is any different.
