I had plenty of actual conversations. In fact I had so many that I got tired of discussing it and flipped that switch. I know that I discussed it for several hours every single day for almost a week until you happened to be involved in one. The problem was that despite having those discussions Gardur/Tala kept running around telling people that it was still on the table after every other officer unanimously agreed, without me, that we should not merge.
