I guess I would be inclined to say that PoG/Dwarf stuff (roughly equivalent) is a moderate upgrade over Kunark, and then Dragon/Giant stuff (roughly equivalent) is a moderate upgrade over that. Unless you rolled an Iksar warrior; in that case you upgrading vs Trooper Scale intended for L30-40.
But basically, I think for the first time the raid gear is going to actually matter. In Kunark, a Class R tank is missing exactly two slots vs a Class C tank: Crown of Rile vs SSB, and BotBDE vs Sword of the Shissar. Congratulations, you have 5400 HP vs 5300 HP, and it doesn't matter anyway because the fight lasts 25 seconds. Or a Class R Cleric is missing 2 PD slots vs a Class C one, and has 200 fewer mana. It does not matter. But in Velious, if you stack NToV stuff it'll be like +500 mana/HP and a lot of resists as well vs people that only have quest armor, and the encounters will last longer, so not everyone will be able to Prayers/wort pot their way through.

The best thing about Thurg/Pog Kael/SS armor is the spread of resist stats. You can accumulate a good resist set without sacrificing hp/ac/mana like you had to in kunark.
