Many people have been saying monk avoidance is broken in bug forum for years. Colgate and Nirgon usually quick to troll that though.

Monks are supposed to have the highest avoidance + mitigation in the game up until right before Luclin I believe. The only reason they don't raid tank is because avoidance makes up a larger part of that than mitigation so the damage is too spikey for bosses.
Whether it is too high on here or not I don't know.
