The reason there are so many bad cops out there is due to improper training, they'll take anyone who can pass the PT segment of their recruitment phase. They're normal, average, everyday people that are indoctrinated to be "reactionary" and are held less accountable if something goes wrong.
If the average police officer fucks up he isn't liable the department is, they settle a lawsuit and put the officer on suspension or transfer him out, he will never be fully accountable for any actions he does while on-duty which opens up the floodgates for several acts of corruption and an authoritative demeanor.
I think the recruitment process should be more exclusive and that each department should be required to have community liaisons to establish their own rulesets and regulations within each jurisdiction, with the ability to garnish wages, suspend, and remove officers that don't behave as expected thus allowing high levels of transparency within the dept and community in question.
