When you haven't selected the chat bar, can you hit ' and have it enter into the text entry area? - No, it did nothing when I tried that.
Have you tried switching the keyboard with another one and seeing if it behaves the same way? - Not yet, but I will now based on your questions.
Is the apostrophe key bound to anything else besides /say? - I don't remember changing a binding to use this key, but perhaps I messed that up somehow, this is probably it.

You're welcome. Yeah, check to see if it's just a hardware issue with the keyboard itself. For the binding bit, if you can find one entry that uses ', it'll show you if it's bound to a second command by changing the color of ' to red. If that's the case, you'll have to hunt down the second command.
Hopefully it's one of those two issues so you can once again type with proper punctuation while playing. If not...might be an OS or keyboard driver issue, or background programs running that are stealing your apostrophe for their own evil purposes. That would take some digging on your part.
