any EQ gift is just the gift of time (saving you from grinding XP/plat), so OP just needs to decide which type of grinding to save his bro from.
My point was that getting PLed is a more memorable experience than getting handed an item, so it makes for a better gift. But the usual arguments for leveling vs. earning plat as a low-level also apply here. Whatever item his bro gets for 1k is going to increase his leveling speed by 0.01%. But even if he only gets two levels from the PL, that's 4% of the way to 50, and at 50 a Shaman can earn 1k plat in a couple hours.
