Seems to fit the RP aspect better IMO. (why would a race as evil as the Iksar worry about Tranquility, Order, Self Control, Simplicity etc.)
I agree with what Loke said about monks relying more on skill then gear. I think the minimalist spirit of the monk is the core of the class.
However, I do like the Iksar run. Seems like an accurate bipedal lizard movement. I even prefer their run to human's...
The ONLY consideration between the races, other than personal preference, is this; "Is Iksar regen worth the xp and faction penalty?" Every other difference is extremely minor.

Skill is definitely required when pulling. However, FD kiting is the crux of the monk's solo ability Kunark-Velious. Regen allows you to FD kite. Why it's called FD kiting when you really don't have to move, I don't know. If anyone knows a better term, let me know.
And while Iksar may worship an evil god and hate all other races (given their lore, I don't blame them), they're a noble race. I don't see how self control and tranquility is exclusive only too "good." If anything, humans are more corrupt than Iksar.
