Shaman without a doubt, for your needs. Clerics *can* solo, but the Shaman's much better at it, and in the long term can solo in a lot of places where Clerics cannot. The Shaman also tends to have a wider variety of group roles than the Cleric has, making it at times easier to both join and leave groups.
There are a few long-term drawbacks to the Shaman. Shamans are somewhat less desired by guilds than Cleric mains (mostly because of there being more of the former on P1999) and high-level Shaman spells cost ridiculous amounts of money. Neither of these issues matter at all unless you get to very high levels, but it's something you should be aware of.
