It's as stated not usable for charming static ravens nor mobile ravens in PoN. You can use Tunbare's Command for the static ones or use the lvl63 command of karana to charm both.
Direcharm won't help you much in PoN as the only mobs are the level 46 bats wich can be charmed. Unles you are in a group where it is nice added dps and you don't have to worry about charmbreaks.
(small treefrogs in PoV are also nice to dc if you are in a group though mostly i only see it's undead cousin up)
Back to the value of this spell, it's quite limited and in my idea it's better to keep the money and save up for nature's behest since that is a permanent pet and you don't have to worry about charmbreaks nor finding a charmable mob. The only advantage i have seen so far is that some pets charmed with this spell seem to have a higher dps then our litle pet. Another advantage of our pet is that it can be summoned over the zone with summon companion while charmed mobs can't be summoned.
