I wouldn't say "require" but it'll definitely make things tough without them. I am all for making content hard as this will make it impossible for one guild to lock down everything (going to be impossible anyway.) We have 100 years of velious ahead of us, dont try to gulp it all at once. Enjoy it like a glass of wine.
