It's not about not handling it, it's about people not wanting to spend their time playing a 15+ year old game if they have to be immersed constantly in the bullshit of others.
Problem is if I have to explain to someone why, not seeing a wall of ooc garbage and whining and 30 year old children crying for attention is good for the server, then you probably wouldn't get it anyway.
EQ1 doesn't draw the multitudes of players you might think.

Only a small percentage would condone extreme stuff like telling someone to kill himself. Im being generous here as maybe more than that think this creepy shit is funny. The point is that, thats the kind of thing thats problematic, not "pras" and people asking questions about classes and cracking jokes at 12am at night to alleviate the boredom of grinding a bit and to socialize.
Instead of wasting all these GM resources to go after anyone that intuitively tries to use OOC for what its meant for, they should go after specific people that are posting Jeffrey Dahmer shit, which would really focus on quality GMing vs quantity GMing. The solution thats been suggested a million times is to cut the times between which you can use ooc to like 5 mins if you really feel you want to regulate OOC, but i think its too much myself.
