Come on.. That's not a positive characteristic to be encouraged! The psychopaths, sadists, and narcissists are the most off-putting part of this server. The horrible /ooc is one of the most common complaints I hear from people trying p99 for the first time. That and crushbone twinks.

EQ pvp can be fun and engaging and doesn't need the unfriendly insults, etc in the global chat channel. Those can go to /tells and RnF. I almost quit when I started on p99 because I really thought the /ooc psychopaths were the majority of the population. Intentially surrounding oneself with nutjobs is... let's just say unhealthly. It's a good thing to recognize the names and personas of characters I come across, and /ooc is what makes that possible. It's the hub of the community. It facilitates the transmission of actual human personality into a game world that is relatively stale at this point.

Without that human touch, you might as well play Minesweeper or go outside or some shit.
Global /ooc can definitely add a human touch to a low pop server. And, sure, it can help identify alts. However, more often than not, it's a glimpse into the minds of narcissists. You have to watch it for LnS, trades, etc, but it's also littered with crap. That's the problem. It's so bad that the staff is now actively moderating it! You mentioned you're unguilded. A guild will help out in this regard more than global /ooc since you'll be interacting with pals with similar goals. Finding one that fits your playstyle and preferences is difficult, but I'd recommend making that a priority.

The policy change came as a surprise to everyone, and it is ambiguous atm. They could of handled its introduction and implementation better, but I think the ooc policies and moderation are a step in the right direction, even if they are a bit harsh.

/ooc has been a cesspool giving narcissists a spotlight. If taking their spotlight away means they'll leave the server, "the community" you refer to will be better without them. I won't miss them.
