If you wanted to change anything significant you'd need some C++ to edit the server source. For minor things ("quest scripts") Perl or Lua would be enough. Some basic working knowledge of SQL queries would help if you were doing things like repopulating zones, making custom items and spells, etc.

There are already player controllable boats in zones like DC and LR. You stand in the little canoe and click on it and then you can drive it around. Might not work on P99.

That's true, I forgot about the canoe. Bit dinky for ocean warfare, though. Could also turn players
into big sailing ships and let them move around as normal, although glitchy movement would be pretty much guaranteed there.
