i have fast(but shitty) internet in china, and because of firewalls, anti-hack(alleged) code, and the like on the eqemu and p99 servers, i must use a VPN to have a secure connection. you may try this and see if it helps. i use expressVPN currently, it seems to work. downside is high ping(300-600 typically) but a stable connection.
