for example...a person new to red logs in and asks questions about pvp...guilds to join...rules, w/e. he's told that he can't communicate on the server in ooc.

also..."pras" and other forms of pvp reinforcement are not necessarily a bad thing. the rest of the garbage is. rules like this will not increase population. you can take that to the bank.
personally it doesn't affect me. i have a big guild and plenty of people to talk to. new people don't have that advantage.
