No, but it probably is just phenomenal bad luck. I've seen someone else with a Lord of Pain's Khukri. So either they did this quest, or they bought a Hero's Khukri and quested from there, or some other method. Either way - killing Froglok Raiders, even one hundred of them, has been fruitless.
