Best part of that screenshot of rag's, is that you can see that there are no azrael left in the zone because they wiped to trak before we even got to the lair (hence heuvos being the one summoned).

Also, without seeing the entire list of all 30 people in the zone at the time that screenshot was taken, you're making an assumption.
